Structural engineering in Rockingham & Kwinana

Rockingham and Kwinana are two fast-growing council areas on Perth's south-west coast. The ABS put the City of Rockingham at 159,934 people in June 2025, up 3.2% in a year, and the City of Kwinana at 57,422, up 4.6%, the fastest percentage growth of any council area we cover. More people means more patios, carports, extensions and walls coming out, and more owners staring at a new crack wondering what it means.

Geoscience Australia maps the Quindalup dunes along the ocean side of this corridor, with Spearwood sand, a slightly limey dune sand over Tamala Limestone, further inland. Nobody publishes soil mapping street by street, so the only honest answer for your block comes from a site check. A Perth geotechnical firm says most metro sand is Class A under AS 2870, but soft or loose sand is Class P, and that changes the footing design.

Sand has its own weak spot. CSIRO notes that sandy soil is particularly easy to wash away, so a leaking pipe, a downpipe that isn't connected or an overwatered garden bed can undermine a footing. Near the coast, WA building inspectors also see steel lintels rusting above windows and doors, with the rust swelling enough to crack the brickwork around them.

For houses, your local council is the permit authority, so Rockingham or Kwinana assesses the application depending on where you live. There are two routes. A certified application (BA1) comes with a Certificate of Design Compliance from a registered private building surveyor and has a statutory decision time of 10 business days; an uncertified application (BA2) is checked by the council's own surveyors and has 25 business days.

The City of Rockingham's guide lists the structural engineer's details, designed and certified by a practising structural engineer, among the BA2 documents. The clock stops whenever the council asks for more information, which is why half-finished engineering slows a job down. The state permit fee is 0.19% of the estimated value of the work for a certified Class 1 or 10 application, or 0.32% uncertified, with a minimum of $121.00; the value is counted including GST.

WA is bringing structural engineers under a registration scheme. From 1 July 2027 structural engineering work in WA must be done by a registered building engineer, and you can look up any engineer on the DEMIRS Building Engineer Register before you sign.
